In Suva last night an expert panel discussed preparations for Copenhagen. Delegates heard how USA and China together account for 40% of global green house emissions. EU noted its support for a 2 degree cap on rise in temperatures from pre-industrial levels. But Pacific Islands, highly vulnerable to rising sea levels, want a 1.5 degree rise cap. Tuvalu urged that Copenhagen needs to build on Kyoto, not replace it, as a lot of trust as been built through the agreement penned in the 1990s in Japan.

Importantly for those relatively land rich South Pacific nations, the EU is supportive of changing carbon accounting rules to acknowledge sustainably produced wood products as valid carbon sinks. This is important to encourage more plantations

The Council of the European Union underlines in this context the role of sustainably produced wood products as a climate friendly material and therefore proposes to include harvested wood products in the accounting modalities of a Copenhagen agreement, while stressing the need for robust, transparent and consistent data and methodologies.

The New Zealand team to the Copenhagen negotiations in December 2009 have as an objective to obtain recognition for the long-term locking up of carbon in processed timber from plantations. Prime Minister Key says they will seek agreement for 70% of the carbon credits given to a mature stand of trees to be retained post-harvest in the timber.  They will also seek changes to the LULUCF rules (Land Use, Land Use Change, and Forestry) to allow more flexibility in the felling and replanting of trees in different areas.
